Raiden: Eye First, Bursts, Then the Sword Stance
Cast Raiden's skill before anyone else's burst. The eye has to be watching when the team spends energy, or her sword stance opens with an empty resolve bar.
The eye and the sword
Transcendence: Baleful Omen places the Eye of Stormy Judgment. While it lasts, the eye strikes with Electro whenever a teammate hits, and it raises the team's burst damage. This is the skill you refresh at the start of a chamber and again when the eye expires. It is not a button you press in the middle of her own stance.
Secret Art: Musou Shinsetsu slashes once and puts her into Musou Isshin. During the stance her attacks are Electro, they restore energy to the party, and the first slash plus the stance hits scale with resolve. Resolve builds when other characters cast bursts, more from expensive bursts. If Xiangling and Xingqiu have already burst before the eye existed, that energy was spent and her bar did not see it.
A national-style turn
Raiden skill. Xingqiu skill and burst. Bennett burst. Xiangling burst inside Bennett's circle. Then Raiden burst, take the first slash, and stay in the stance until it ends or the enemy is dead. When the stance drops, you are back at her skill if the eye is gone. Do not swap off during the first two seconds unless you are about to die. The slash and the early hits are the expensive part.
Her skill applies Electro on a delay. In a hyperbloom team that is useful, and you build Elemental Mastery instead of the burst set. Do not use that build in the team above. National Raiden wants the burst, the catch or a high-base polearm, and attack, not a mastery ring.
Emblem, energy, and talents
Four-piece Emblem of Severed Fate. Energy recharge sands, Electro goblet if the rest of the build already has enough recharge, attack goblet if the burst is starving. Crit circlet. The Catch is the free weapon that matches the set. Level the burst first, then the skill. The stance's damage and the energy restore sit on the burst talent.
Give the expensive bursts to teammates who can actually cast them every rotation. A five-star burst that nobody has the energy for does not feed resolve. Xiangling at enough recharge is worth more to Raiden than a second Electro who never presses Q.
